A Report Commenting on Egypt’s Response to the Recommendations Submitted During the Universal Periodic Review (UPR) – 48th Session

El-Shehab Center for Human Rights continues its close monitoring of the human rights situation in the Arab Republic of Egypt, amid the ongoing and alarming deterioration of the human rights conditions. This report aims to assess the current state of human rights in Egypt during the recent period, particularly in the aftermath of the Universal Periodic Review (UPR) conducted in January 2025, which resulted in a series of international recommendations aimed at improving the human rights situation in the country.
However, field monitoring and verified documentation confirm that the Egyptian authorities have yet to take any concrete and genuine steps towards implementing these recommendations. On the contrary, policies and practices that further restrict rights and freedoms continue, exacerbating the violations affecting large segments of the population.
This report seeks to highlight the most prominent patterns of violations that persist on a wide scale, including arbitrary detention, enforced disappearance, torture, and medical neglect in detention facilities. It also addresses the severe restrictions imposed on freedom of opinion and expression, as well as freedom of assembly and association. Furthermore, the report aims to document the growing gap between the Egyptian government’s commitments before the international community and the actual situation on the ground, which reflects a lack of political will to achieve any meaningful progress in the human rights file.
