2. Immediate cessation of legal “recycling”:

Stop the “recycling” of defendants by filing new charges based on the same facts or on repeated investigations, after decisions have been issued to release them or after the legal time limits for pretrial detention have expired—so as to ensure that the legal limits of pretrial detention are not circumvented.
