🔴 Catastrophic escalation at Badr 3 prison: suicide attempt by a detainee, widespread protests, and the solitary confinement of 23 prisoners amid serious fears for their safety
The Al‑Shehab Human Rights Center expresses deep concern and strongly condemns the escalating tension and grave violations inside Badr 3 Prison, following an incident in which one of the detainees attempted to end his life by injuring himself with a sharp instrument in protest against the harsh conditions in his cell, amid deliberate delays in responding to his request to be transferred to the clinic.
📌 Details of the events and escalation inside the prison:
Searches and medical delay: Sector 4 (the third floor) witnessed a search campaign on Monday, followed by the detainee’s attempt to harm himself. However, it took around two hours to respond to his request for emergency care and to transfer him to the clinic, with no response during that time.
Solidarity protests and setting fires: In response to the disciplinary raid against two detainees, inmates set fire to blankets in front of the cells to protest the administration’s obstinacy. The protests then spread in solidarity to Sectors 1 and 3.
Harassment and security crackdown: A force led by the head of investigations at Badr 1, Mohamed Farhat, and the head of investigations at Badr 3, Mohamed Al‑Sha‘ar, carried out a campaign to strip the cells in Sector 1 and took other detainees for disciplinary measures. The security forces deliberately flooded the rooms (including those not participating in the protests) with water through “hoses,” while directing insults and slurs at the detainees amid continued chants and banging on doors.
Security threats and the closure of cameras: The state of tension continues as the detainees persist in protesting the demand to apply the prison regulations, in light of threats by the National Security officer Ahmed Fekry of further harassment, and the continued blocking of surveillance cameras from a large number of cells.
A catastrophe of solitary confinement (23 detainees): It has been confirmed that 23 detainees (including elderly persons) were placed in solitary confinement without blankets, clothing, or personal belongings, in extremely harsh conditions.
⚖️ Demands of the Al‑Shehab Human Rights Center:
Urgent intervention for safety: Ensure the safety of all detainees in Badr 3 Prison, and provide immediate medical care for the detainee who attempted to harm himself and for all those held.
Stop harassment and collective punishment: End arbitrary procedures and stop transferring detainees to disciplinary measures because of their peaceful protest against their conditions of detention.
Rescue those in solitary confinement: Promptly reveal the conditions of the 23 detainees held in solitary confinement and return them to their dormitories, providing them with clothing, blankets, and essential needs, with due consideration for elderly persons and patients.
Stop violations during searches: Prevent flooding of cells with water and do not expose detainees to danger or deprive them of the most basic elements of life.
Independent and transparent investigation: Open an urgent, fair investigation into the circumstances of the events, the delay in providing emergency care, and the threats and assaults attributed to the officers, and hold those responsible accountable.
Independent oversight: Enable human rights and oversight bodies to monitor the situation in Badr 3 Prison and ensure compliance with the rules governing detention.
