Despite a decision to release him… the continued enforced disappearance of citizen Mustafa Mahmoud Mustafa Mohamed Hussein since June 2019 in North Sinai

Al-Shehab Human Rights Center monitors the continued enforced disappearance of citizen Mustafa Mahmoud Mustafa Mohamed Hussein, a resident of Al-Arish city in North Sinai Governorate, born on 15 February 1994, since June 2019, following the issuance of a decision to release him after years of detention, without any disclosure to date of his whereabouts or fate.

According to his family’s statement, the incident began in 2015, when a police force arrived at the family home and requested that he come in. At the time, he was 21 years old. He then went with his father to the security authorities the following morning, before news of him was cut off after about a week. He was subjected to enforced disappearance for one year, after which he later appeared inside Tora Reception Prison in connection with a case in which he was accused of joining a group.

The family added that he remained in pretrial detention and renewed detention orders for three years, until a sentence was issued sentencing him to three years—an amount of time he had already served. A later decision was then issued to release him along with a group of detainees pending the same case.

The family explained that the latest information they received indicated that he had been transferred with the group to Al-Arish in preparation for completing the procedures for his release from his place of residence. However, news of him has been cut off since June 2019, and his family has been unable to learn his whereabouts or fate. News of the rest of the group has also been cut off, according to the statement.

Al-Shehab Human Rights Center expresses deep concern about the continued disappearance of Mustafa Mahmoud Mustafa Mohamed Hussein despite the issuance of a decision to release him, and about what this incident represents in terms of a grave violation of human rights, in addition to the human and psychological suffering his family has endured for more than seven years without knowing his fate.

The Center calls on the Public Prosecutor and the relevant authorities to immediately disclose his whereabouts and fate, to conduct serious and independent investigations into the circumstances of his disappearance following the decision to release him, to reveal the fate of the rest of the group whose news has been cut off along with his, to ensure their physical and psychological safety, and to immediately release anyone whose continued detention is proven to be without any legal basis.
