🚨 The death of engineer Abdel Aal Khodaira inside Borg Al Arab prison after health deterioration and medical neglect
Al-Shehab Human Rights Center expresses deep concern regarding the death of detainee engineer Abdel Aal Ali Abdel Rabah Khodaira (67 years old), former Undersecretary of the Ministry of Transport and Communications, inside his prison cell at Borg Al Arab prison on Saturday, January 31, 2026, following a deterioration in his health condition.
The deceased was from the village of Wardan – Menyet Qena Center in Giza Governorate, and he was a father of ten children. He had been in custody since May 3, 2016.
According to circulating information, he suffered for a whole year from viral hepatitis, amidst repeated complaints of the lack of response to his requests for necessary medical care, which led to the worsening of his health condition and resulted in blood poisoning, ultimately ending in his death inside his prison cell. His body was buried at his place of residence on February 1, 2026.
This incident sheds light on the conditions of healthcare within detention facilities and the extent to which the relevant authorities fulfill their legal obligation to provide appropriate treatment for detainees, ensuring the protection of the right to life and healthcare in accordance with the constitution, national laws, and international standards.

- Accountability for anyone found negligent in providing the necessary medical care.
- Enabling all detainees to receive appropriate healthcare in a timely manner.
- Allowing independent monitoring visits to detention facilities to verify healthcare conditions.
- Reviewing the conditions of the elderly and those with chronic illnesses in prisons and considering their health release in accordance with the law.
