🚨 Urgent appeal from Liman El-Minya Prison 1.. Allegations against the prison administration for denying detainees treatment, selling them medicines, and protests escalating inside barracks

Al-Shehab Center for Human Rights received an urgent appeal from inside Liman El-Minya Prison 1 today, Friday, 6 November 2026, revealing serious violations allegedly committed by a number of officials from the prison administration. The allegations include preventing medicines from reaching detainees, tightening restrictions on ventilation and outdoor exercise, and assaulting detainees’ rights, amid reports that one of the detainees attempted suicide in protest at the deterioration of conditions.

According to the appeal, events began last Wednesday, when the prison administration allegedly prevented the dispensing of regular medications to detainees who suffer from chronic diseases, including diabetes, heart diseases, and high blood pressure, before dispensing only very limited quantities. It then allegedly offered the medicines for sale to detainees in exchange for money, endangering the lives of those unable to afford treatment costs.

The appeal also stated that the prison administration tightened restrictions on ventilation and outdoor exercise. This prompted detainees to attempt to negotiate with the administration to improve their conditions. However, according to the information received, the response was to mobilize security forces and informants, storm Barrack No. 7, amid insults and threats, and a show of force, before taking 8 detainees—among those sentenced and those held pending investigation—away.

The information indicated that political detainees protested these measures by knocking on the doors of the cells and chanting slogans. Meanwhile, one detainee allegedly attempted suicide by taking a large quantity of medication tablets, before he was given emergency assistance.

The appeal further reported that the prison administration gathered political detainees during the past days inside only two barracks: Barrack 1 and Barrack 7, each housing between 500 and 600 detainees, raising serious concerns about overcrowding and detention conditions.

The appeal included the names of a number of prison officials to whom responsibility for these practices was attributed. They are:

• Ahmed El-Khouly, prison superintendent.

• Mustafa Abdelhakim, head of investigations.

• Mohamed El-Laythi, officer of National Security.

• Adel, a new officer at the prison.

• Captain Hakim, director of the prison hospital.

• Dr. Mustafa Hafzy.

• Mohamed Yahya Khashaba.

Al-Shehab Center for Human Rights expresses deep concern about what was reported in this appeal, warning that depriving detainees of essential medicines, or requiring payment in order to obtain them, may constitute a direct threat to their lives—especially for those with chronic illnesses.

The Center calls for an urgent independent investigation into the reported incidents, ensuring that free treatment and the necessary medical care are provided to all detainees, stopping punitive measures and tightening restrictions inside the barracks, disclosing the fate of the eight detainees who were taken away, and ensuring the safety of the detainee who attempted suicide, while holding accountable everyone whose responsibility for any violations is proven.
