Regarding various cases… Renewal of detention for Sherif El-Rouby and others for 45 days


The Al-Shehab Human Rights Center expresses its deep concern regarding the decision of the First Terrorism Circuit, issued during its session held inside the Badr Security Complex, to renew the detention of a number of defendants in various cases for 45 days.


Among those included in the decision is Sherif Mohamed Ali El-Rouby, who is held in pretrial detention in case No. 1634 of 2022, State Security High.


According to available information, security forces arrested Sherif El-Rouby on September 16, 2022, following his complaint regarding being prevented from traveling, his inability to obtain a passport, as well as his struggles to find employment, which are recurring situations faced by many released individuals in politically motivated cases.


It is noteworthy that his arrest came just three months after his release on May 29, 2022, by a decision issued by the State Security Prosecution as part of what is known as the presidential pardon initiative, in case No. 1111 of 2020, in a pattern that reflects what is known as the "recycling" policy.


The Al-Shehab Center also points to the severe medical neglect that Sherif El-Rouby suffers from inside his detention, as the defense team has submitted several requests to transfer him to a specialized hospital without any response. El-Rouby suffers from severe facial pain due to a tumor, in addition to being affected by the seventh cranial nerve, resulting in a lack of sensation on the right side of his face, which directly impacts his ability to speak and his overall health condition.


The center emphasizes that the continuation of prolonged pretrial detention, coupled with the deprivation of necessary healthcare for the detainee, constitutes a blatant violation of the right to personal freedom and the right to health, and contravenes the Egyptian constitution and international standards, foremost among them the Nelson Mandela Rules.


The Al-Shehab Center demands:

▪️ The immediate release of Sherif El-Rouby and all those held in pretrial detention for exercising their legitimate rights.

▪️ The cessation of the recycling policy and re-detention on new charges based on the same facts.

▪️ The provision of urgent medical care for Sherif El-Rouby and enabling him to undergo examination and treatment in a specialized hospital.

▪️ The respect of fair trial guarantees and the end of using pretrial detention as an undeclared punishment.


The Al-Shehab Human Rights Center reiterates its call for the Egyptian authorities to respect their constitutional and international obligations and to put an end to the ongoing violations against detainees.
